The Cook Islands Shipowners Association (CISOA) is an incorporated society established in October 2014 to represent and support shipowners and operators with vessels registered under the Cook Islands flag. The Association provides a collective platform for engagement on matters affecting shipowners, including fleet quality, regulatory developments, operational considerations, and issues relevant to vessels registered under the Cook Islands flag.

CISOA fosters constructive dialogue between its members, the Cook Islands Ship Registry, and other maritime stakeholders, supporting transparency, collaboration, and informed engagement while maintaining its independence as a member-led organisation. A key focus of the Association is supporting maritime skills development and training opportunities for Cook Islanders, alongside the promotion of responsible shipownership and high standards of safety, compliance, and professionalism.
